Board of Directors     Chairman/Independent Non-Executive Director

Dato' Sulaiman Mohd Tahir, age 61, has been appointed as the Chairman/Independent Non-Executive Director of Bank Pembangunan Malaysia on 20 March 2024. He has over 30 years of distinguished leadership experience in the Malaysian financial sector.


Dato’ Sulaiman held senior positions at Bank of Commerce Berhad and Bank Bumiputra Commerce Berhad and served as the Chief Executive Officer (“CEO”)/Executive Director at CIMB Group from 2006 to 2015. In 2015, Dato’ Sulaiman joined Ambank Group as the Group CEO until November 2023. During his tenure, he implemented strategic realignment initiatives that earned notable accolades. His contributions to the banking industry demonstrate excellence and are highly respected.


During his tenure at Bank of Commerce Berhad in 1987, he assumed several senior positions, such as corporate banking and area business manager. From 2000 to 2005, he made substantial contributions to Bank Bumiputra Commerce Berhad, overseeing retail sales and distribution channels. Between 2006 and 2015, he served as the CEO/Executive Director at CIMB Group, playing a central role in advancing consumer banking throughout the region.


Dato’ Sulaiman holds a Bachelor of Business in Accountancy from Royal Melbourne Institute of Technology in Australia.

Puan Norazilla Md Tahir was appointed to the Board of Bank Pembangunan Malaysia Berhad on 14 August 2020.   She has more than 25 years’ experience in financial management, notably in Financial Institution and Capital Market.


Prior to her appointment as Director of BPMB, Puan Norazilla was the Chief Financial Officer of Cagamas Berhad for a total of 9 years from when she first joined in 2009. She spearheaded the financial leadership of the Group and was responsible for upholding strong financial management and governance while providing timely, accurate and reliable financial information and enhancing internal control.


Apart from Cagamas, Puan Norazilla held other CFO/Head of Finance positions at three Islamic banking institutions, namely RHB Islamic Bank Berhad, Asian Finance Bank Berhad and the Al Rajhi Banking and Investment Corporation (Malaysia) Berhad.


Besides banking, Puan Norazilla is also experienced in fast moving consumer goods, having been involved in sales logistic chain management while at L’Oreal Malaysia Sdn Bhd and Universal Music Sdn Bhd.


Puan Norazilla is a graduate of the University of Stirling, Scotland, a member of the Malaysian Institute of Accountants (MIA) and a Fellow Chartered Accountant of the Institute of Chartered Accountants in England and Wales (ICAEW).  She is passionate about coaching and mentoring and her volunteer work includes the coaching of undergraduates at UiTM INTEC.

Datuk Rashidah Mohd Sies was appointed as a Director to the Board of Bank Pembangunan Malaysia Berhad on 27 September 2021. She holds a Diploma in Public Administration from The National Institute of Public Administration (INTAN), a Bachelor in Business Administration (Finance) from Idaho State University in 1986 and a Master’s in Business Administration from US International University California in 1987.


Her career at the Ministry of Finance began in 1989 at its Investment Section, Finance Division, where she was responsible for managing Government loans from the capital market. In 1998, she was assigned to the Privatisation Section of the Finance Division, where she was responsible for coordinating privatisation projects including the Putrajaya Development Project, projects and privatisation of the Ministry of Transport (i.e. ERL and PTP) and the Ministry of Defence. Datuk Rashidah was then assigned to the MKD Section, BSPN to handle matters related to corporate issues of Government companies from various sectors.


She was also directly involved in the rationalisation and restructuring of the functions and roles of Bank Pembangunan dan Infrastruktur Malaysia Berhad including Bank Industri Malaysia Berhad. In 2009, she was assigned to the Economic Sector, BMKD to coordinate privatisation projects as well as handle matters related to corporate issues of Government companies.


Among the positions that Datuk Rashidah held were as a Deputy Division Secretary, Commercial Sector, Government Investment Companies Division in 2016 and as Division Secretary of Government Investment Companies in 2018.


She was previously a Board Member of Agrobank, Perbadanan Nasional Berhad and Global Maritime Ventures Bhd. She is currently on the Boards of Securities Commission Malaysia, TRX City Sdn. Bhd, UDA Holdings Berhad, DBKL and PR1MA Corporation.

Ts. Othman Abdullah holds a Chartered Professional Institute of Islamic Finance (CPIF), appointed to the Board of Directors of Bank Pembangunan Malaysia Berhad on 22 October 2021. He has a Bachelor of Science in Computer Engineering from the University of Michigan, Ann Arbor, USA and a Post Graduate Diploma and Master of Science in Islamic Banking and Finance from the International Islamic University of Malaysia. Ts. Othman is also a proud recipient of the Certificate of Premier Business Management Program from Harvard Business School as well as the Certificate of Islamic Finance Leadership Program from Cambridge IF Analytica. Currently, he is pursuing a PhD in research at the University of Sains Islam Malaysia.


Ts. Othman is a certified professional in both Islamic finance and technology. He is a chartered member of the Chartered Institute of Islamic Finance Professionals (CIIF) and a recognised professional technologist by the Malaysia Board of Technologists (MBOT). Ts. Othman has over 25 years of experience in the digital economy and financial technology sector, emphasising IT solution implementation and transformation services. He has engaged with countless financial institutions in Asia, the Middle East and Africa, relating to the digital economy and financial technology.


He started his career with Silverlake in May 1997 as a Management Executive and was promoted to Vice President in 2000. In January 2007, Ts. Othman joined Bank Islam Malaysia Berhad as Senior Manager and Head of Information Technology Application Development. In July 2007, he re-joined Silverlake as Executive Vice President. In 2010, he was promoted to Managing Director and subsequently as the Chief Executive Officer of Silverlake Sprints Sdn. Bhd., heading the Islamic Banking division providing IT Solutions for Financial Services. In December 2020, he became the Chief Executive Officer of Silverlake Axis Sdn. Bhd., overseeing Islamic Banking and Innovative Services.


Qualified in IT and Islamic finance, Ts. Othman equipped with more than two decades of hands-on experience servicing the financial services industry, Ts. Othman has positioned himself as a financial technology thought leader in Islamic banking and finance. He writes regularly and contributes his articles and thoughts to various publications as well as television programs. He also speaks on the subject at conferences and seminars.

Tan Sri Datuk Seri Rashpal Singh Randhay was appointed as an Independent Non-Executive Director to the Board of Bank Pembangunan Malaysia Berhad on 28 April 2022.


Tan Sri Datuk Seri Rashpal has more than 30 years’ experience – spanning investment companies, stock brokerage firms and stock and commodity exchanges. He began his career with Citivest International as a corporate trader before moving on to being the Corporate Head of Citivest International, in which he was responsible for operations in Australia, New Zealand and the United States of America. Upon returning to Malaysia, Tan Sri Datuk Seri Rashpal served as the Chief Representative to South East Asia for Saitama International Investment Bank.


He assumed the role of Advisor to KPMG from 2003 to 2008 and was part of a United Nations initiative under which he was assigned the task of restructuring the Central Bank of Iraq in November 2003 with emphasis on the valuation of the new Iraqi Dinar. Tan Sri Datuk Seri Rashpal was also a Special Advisor to Tenaga Nasional Berhad as well as a Member of the Main Advisory Board of Malaysia Anti-Corruption Commission (MACC) from 2009 to 2015.


From 2015 to 2021, he served as a board member of the Inland Revenue, Malaysia (LHDNM). Tan Sri Datuk Seri Rashpal was also appointed as an Independent Non-Executive Director of Danajamin on 16 June 2021.


He is the founder of the Knight Group of Companies, which now operates in Kuala Lumpur, Penang, Sabah and Sarawak, with representative offices in India and the United Kingdom.

Encik Imri Dolhadi bin Ab Wahab was appointed to the Board of Bank Pembangunan Malaysia Berhad on 20 May 2024, bringing a wealth of experience in fiscal and debt policies. With over two decades of service in the Ministry of Finance, he has honed his expertise in navigating economic complexities and coordinating strategies for fiscal sustainability and economic growth.


Currently serving as Deputy Undersecretary in the Fiscal and Economics Division of the Ministry of Finance, which is mainly responsible in advising the formulation of fiscal policy, planning the debt strategy as well as monitoring the fiscal risk exposure. Previously, he served as the Director of the Economic Division of the Prime Minister's Office, where he advised on, planned, and coordinated initiatives related to economic affairs.


He currently holds a directorship at UJ Estates (Holdings) Sdn. Bhd. and has previously served on the boards of Danajamin Nasional Berhad, the Public Sector Home Financing Board, GOVCO Holdings, and Urusharta Jamaah Sdn Bhd.


Encik Imri is a graduate of Lancaster University, United Kingdom, holding a BA in Accounting and Finance, and he earned his Master's in Islamic Finance from the International Centre for Education in Islamic Finance University (INCEIF).
